政企數(shù)據(jù)要素市場化發(fā)展研究與路徑思考

摘要： 數(shù)據(jù)已成為數(shù)字經(jīng)濟時代的重要生產(chǎn)力和關(guān)鍵生產(chǎn)要素，融入生產(chǎn)、分配、流通、消費和社會服務(wù)管理等各環(huán)節(jié)，深刻改變著生產(chǎn)方式、生活方式和社會治理方式，提升數(shù)據(jù)要素市場化配置效率對于數(shù)字經(jīng)濟高質(zhì)量發(fā)展具有重要意義。全面梳理了我國數(shù)據(jù)要素市場化發(fā)展的現(xiàn)狀，聚焦數(shù)據(jù)要素市場化涉及的政府和企業(yè)兩類核心主體，分析其在推進(jìn)數(shù)據(jù)要素開發(fā)利用過程中存在的問題，深入剖析數(shù)據(jù)要素賦能經(jīng)濟社會發(fā)展的作用機理，建立政府部門及行業(yè)企業(yè)兩類主體數(shù)據(jù)流通模型及多類型數(shù)據(jù)融合流通模型，在此基礎(chǔ)上提出面向政府和企業(yè)兩類主體數(shù)據(jù)要素市場化配置改革的路徑建議，以期為各界開展數(shù)據(jù)要素開發(fā)利用相關(guān)工作提供思路和借鑒。

Research and reflection on the development of the marketization of government and enterprise data factors

Abstract： Data has become an important productive force and key production factor in the digital economy era, integrated into various links such as production, distribution, circulation, consumption, and social service management, profoundly changing production methods, lifestyles, and social governance, improving the efficiency of market-based allocation of data factors is of great significance for the high-quality development of the digital economy. This article comprehensively reviews the current situation and existing problems of the development of the marketization of government and corporate data factors in China, deeply analyzes the mechanism of data factors empowering economic and social development, establishes two types of data circulation models for government departments and industry enterprises, as well as multi types of data fusion circulation models. Based on this, suggestions for development paths of market-based allocation reform of data factors for both government and enterprise entities are proposed, in order to provide ideas and references for various sectors to carry out data factor development and utilization related work.

引言
近年來，我國數(shù)字經(jīng)濟快速增長，規(guī)模總量穩(wěn)居全球第二位，十九屆四中全會將數(shù)據(jù)增列為新的生產(chǎn)要素，在國際上形成開創(chuàng)性探索和實踐，各級政府和市場主體積極開展理論研究和試點探索，我國數(shù)據(jù)要素化的體制機制逐步建立，數(shù)據(jù)生態(tài)逐步豐富，市場發(fā)展空前活躍。與此同時，由于數(shù)據(jù)要素具有不同于傳統(tǒng)要素的固有特征，其市場化配置改革面臨諸多挑戰(zhàn)，且無成功經(jīng)驗可以復(fù)制和借鑒，仍存在公共數(shù)據(jù)規(guī)模和質(zhì)量待提升、場內(nèi)外結(jié)合的數(shù)據(jù)流通體系待完善、數(shù)據(jù)開發(fā)利用力度待增強、數(shù)據(jù)安全形勢嚴(yán)峻等問題，亟待構(gòu)建一套適應(yīng)我國數(shù)據(jù)要素發(fā)展現(xiàn)狀、符合數(shù)據(jù)要素發(fā)展規(guī)律的發(fā)展路徑，推動數(shù)據(jù)要素市場化配置改革走深走實。
